Universal Serial Bus Controller Driver Windows 7

Hello,
I am running a rather fresh install of Windows 7 64-bit on a Lenovo notebook W500, with only few programs installed (it is a host for VMs).
When I connect external USB hard disks or a USB Lexar CF card reader, the device manager shows them with an exclamation mark, and reports: 'The drivers for this device are not installed. (Code 28)'. If I try to install or update the driver, I end up with 'device driver software was not successfully installed' - no driver found. Lexar confirmed that there is no driver needed from their end, that the OS should provide them, the same goes for the standard external USB hard drives.
If I connect the same devices through to the VM guest (also Win 7, 64-bit), there they work as expected, and the two needed drivers C:Windowssystem32driversdisk.sys and partmgr.sys are correctly installed/ used and the devices are functional.
These same drivers are present on the physical notebook, and are in use, e.g. by the notebook's c-drive or an external SATA Raid, i.e. they are operative.
I just can't get them installed and used with the USB devices which I need to connect to the notebook.
I already ran sfc, scandisk, windows update etc., to no avail.
How can this be solved?
